Valid Grounds for a Challenge

You can propose a change to your band if:

  • **Comparable nearby properties are in a lower band** — this is the most common and strongest ground. If properties on the same street of similar size, type, and age are banded lower than yours, this is compelling evidence.
  • **The property has been physically altered** in a way that reduces its value (e.g. demolition of part of the property, conversion from a house to flats).
  • **The property was incorrectly assessed** at the time of banding.
  • **The property is a Ministry of Defence property** that has been incorrectly banded.

Note: simply believing the band is too high without comparable evidence is unlikely to succeed.

Important Warning: Your Band Can Go Up

Before challenging, be aware that the VOA can **increase** your band as well as decrease it. If the evidence suggests your property has been under-banded, or if the review prompts the VOA to look at neighbouring properties, bands in your area could rise.

Research carefully before submitting a challenge. If neighbouring comparable properties are in the **same or higher** band as yours, your challenge may backfire.

Step-by-Step: How to Challenge

Step 1: Research Comparable Properties

Use the VOA’s online council tax banding tool at **gov.uk/council-tax-bands** to check the bands of comparable properties on your street. Look for properties of similar size, type, construction, and number of bedrooms that are banded lower than yours.

Step 2: Contact the VOA Informally

Before making a formal proposal, contact the VOA with your evidence via their online form. Provide the addresses of comparable properties and explain why you believe your band is too high. The VOA may review and correct the band administratively without a formal challenge.

Step 3: Make a Formal Proposal

If informal contact does not resolve the issue, submit a formal proposal to the VOA to alter your band. This requires a written request with your name, address, the band you believe is correct, and supporting evidence.

Step 4: Appeal to the Valuation Tribunal

If the VOA rejects your proposal, you can appeal to the **Valuation Tribunal for England** (or Valuation Tribunal for Wales), which is independent of the VOA and free to use. The tribunal reviews the evidence and can order the VOA to change the band.

If Your Challenge is Successful

  • Your council tax band is changed and your council records updated
